Paso 1: start the PS4 in safe mode

Turn off the PlayStation 4 pressing the device's power button. The power indicator will flash for a short time before turning off to finish.

Once the console shuts down, press and hold the power button and release it after you have heard two beeps: one when you press it for the first time and another after seven seconds.

Connect DualShock Controller 4 with the USB cable and the PS button of the controller. Safe mode will appear on the screen shortly.
Paso 2: exploring safe mode alternatives
Safe mode presents you 7 options. Consisting of the following:

Reboot the system: exit safe mode and restart the PS4 regularly.

Change resolution: change screen resolution to 480p when console restarts.
