Install.res.1028.dll is just a small part of a complete set of temporary files that are automatically generated in the root directory of the drive that has the most space available (of the whole system). These files are known to appear right after the user installs the Visual C redistributable package ++ 2008 (VCRedist_x86.exe, VCRedist_x64.exe, VCRedist_ia64.exe) for Visual Studio 2008.
Why did this happened?
Definitely not normal behavior. The appearance of these files on the disk with the largest free space is the result of a known VCRedist bug that was fixed in later versions of the DirectX redistributable package..
These files are generated by the installer and are supposed to be generated within the temporary directory. Instead, files are erroneously generated in the root directory of a drive that has more space available.
Is it safe to remove the files?
And. The files are totally unnecessary and can be safely removed from your system. Any other Windows component, including runtime library, will not be affected by deleting these files.
