What causes the connection refusal error?
After receiving numerous reports from various users, we investigated the problem and found a set of solutions that solved the problem for most users. What's more, We investigated the reasons why the error was triggered and they are listed below. For that:

IP problem: in some cases, the problem is caused by wrong IP address or port in the list when trying to connect to a server. The IP address along with the correct port is used to forward your connection to the server and the connection is established once the server approves it. Unless you are using a static IP address, which is quite rare, the IP address assigned to you by your ISP changes from time to time and multiple users may be assigned the same IP address. Therefore, the IP address needs to be edited from time to time.

Firewall: it is also possible that the windows firewall you are using is blocking your connection to the server. Both the Java files and the game directory need to be added to the Windows Firewall exclusion list for the game to successfully connect to the server.

Obsolete Java: Minecraft requires Java software to be updated to the latest version to function properly. If Java is out of date on your device and the launcher has been updated to the latest version, may cause conflicts with certain elements of the game and prevent a proper connection to the server.

Software incompatible: there is a list of software that is not compatible with Minecraft and causes problems if it is installed on the computer where you are trying to connect to the server. Minecraft has an official list of software that is not compatible with the game and causes conflicts.
Now that you have a basic understanding of the nature of the problem, we will look for solutions. It is recommended that you try these solutions in the specific order that they are provided to ensure there are no conflicts.
Solution 1: restart internet
Every time the internet router reboots, the IP address provided by the ISP is changed, unless a static IP address is used. Therefore, in this step, we will reset the internet settings and DNS cache using a full power cycle of the internet router. For that:

Disconnect the power from the internet router.

Wait 5 minutes and reconnect the power.

When Internet access is granted, try to connect to the server and check if the problem persists.
Solution 2: add exception in firewall
The Windows firewall you are using may be blocking your connection to the server. Therefore, in this step, we will add an exception in the Firewall for some executables in the Minecraft folder that need internet access. For it:

Click on the start menu and select the Settings icon.

In settings, click on the option »Updates and security«.

Select the »Windows Security» option on the left panel and select the »Firewall and network protection« option..

Scroll down and select the option »Allow an application through the firewall«.

Click »Change settings» and select »Yes» in the warning message.

Select »Allow another application» from the options and click »Browse«

Navigate to the game installation directory and select the game and the executable launcher.

Now repeat the above process again and this time navigate to the directory where you have the Minecraft servers installed.

Open the folder »Maxwell» and then the folder »MinecraftServer«.

Now allows both Java executables located inside the folder in the same way.

Now repeat the process again and instead of clicking on »Allow another application» after selecting the option »change» just scroll down the list of available applications and enable all the options of »Java Platform SE Binary» via »Private» and »Public« networks.

Open the Minecraft launcher, try to connect to the server and check if the problem persists.
Solution 3: add IP address and port
If the IP address you are using is not static, it will change every other day or when the internet connection is reestablished. Therefore, in this step, we will check the correct IP address and port for the game and add it to minecraft launcher. For that:

Click in the search bar of the Windows toolbar and type »Command Prompt«.

Right-click on the icon and select »Run as administrator«.

Enter »ipconfig» and note the »IPV4 Address«.

What's more, go to the folder »Minecraft Servers> Maxwell (some random numbers)> MinecraftServer »and open the text document» Server Properties «.

Make a note of the »Server Port» that appears there. In our case it was “25565”, should be similar in most cases, However, in some it is not.

Now open Minecraft at the top and navigate to the option »Play multiplayer«.

Select the server you want to join by clicking on it and select »Edit» from the following options.

The name of the server can be according to your preference but the “Address” It must be the IPV4 address that we have written down and the port number for example “XXX.XXX.XX: 25565” the “25565” is the port number and may vary.

Click on »Done«, click »Update» and see if the problem persists.
Note: There are some applications that are generally incompatible with certain elements of Minecraft and cause problems with it. The list of applications is available here. If these are installed on the computer the server is running from or on your computer, will continue to face gambling problems.
