What Causes Steam Service Error?
The main cause of the Steam Service error is that Steam simply does not have sufficient permissions to perform a certain action or access a certain file. This can be easily solved by simply running Steam as administrator.
What's more, the error may be due to the Steam service simply not working when it should, which can be fixed by restarting the service and changing the way it starts. The service may also be broken and you will have to repair it.
Solution 1: Run Steam as administrator
As you can understand in the error message, Steam might need administrator permissions to access certain files on your computer and running your client with administrator permissions may be the solution you need.

Locate the executable file or Steam shortcut on your computer and open its properties by right-clicking its entry, either on the Desktop or in the start menu or in the search results window and choose Properties from the pop-up context menu.

Navigate to the Compatibility tab in the Properties window and check the box next to the option Run this program as administrator before saving changes by clicking OK or Apply.

Make sure to confirm any dialog boxes that may appear, which should ask you to confirm your choice with admin privileges and for Steam to start with admin privileges from the next start. Open Steam by double clicking on its icon and try restarting the game to see if the Steam service error keeps popping up.
Solution 2: make sure the steam service starts automatically
So that everything related to Steam works without problems, Steam service must be working. This service should go live every time Steam is launched, but sometimes it just doesn't. To solve this, you should make sure this service starts automatically on your computer.

Solution 3: Repair the Steam client service
Steam customer service can sometimes crash and needs to be repaired with a simple command at the command prompt. This command will restart it and you should now be able to enter the Steam client without getting the Steam service error!!

You can use the Windows logo key combination + R to open the Run dialog. Scribe “cmd” in the dialog box that appears and use the Ctrl key combination + Shift + Enter to run the command prompt with administrator privileges.

You should also find out the root folder of your Steam installation that will be needed to run the command. You can find the full path by right-clicking on its desktop shortcut and choosing the Open file location option from the context menu.

Click on the address bar at the top of the folder which should show the path, so use Ctrl combination + C to copy it to the Clipboard. The default path should be “C: N-Program Files (x86) N-SteambinN-SteamService.exe”. Let's use the default path to run the command. Make sure to replace it with your own path when you run the command:
