The use of iCloud is usually associated with Apple products and their respective operating systems, like Mac OS X and iOS. However, there is a version of iCloud for Windows that works as it should.
All you need to do is download its installer from Apple's official site, install it and use your Apple ID to sign in to use it and select the features you want to sync across your devices. What's more, you will have to use and configure iCloud on all the devices you want to keep in sync. However, certain problems may arise with this program, so let's see what can happen.
Uninstall iCloud on Windows
Many users have reported that they have uninstalled iCloud on their Windows PCs, but they keep getting iCloud related error messages like:
«The shared library« Cloud Music Library »is not responding.
“Unable to activate ICloud music library”“ICloud verification failed / Request timed out”
“Error de ICloud”: a critical iCloud sync error has been detected. ICloud syncing with the first day has been disabled.
This shouldn't happen because people have uninstalled it using their uninstaller, but somehow parts of him have remained on his computer. These pieces are not impossible to remove, but be sure to carefully follow the instructions below and try each one before giving up.
Solution 1: uninstall via control panel / setting
This is probably the first thing you have tried, but let's try again to make sure we try to uninstall it in the conventional way. If this method helps you deal with iCloud related error messages, you do not have to continue with other solutions.

First, make sure you are logged in with an administrator account, as you will not be able to remove programs with any other account.

Make a backup of the data you want to keep because deleting iCloud will delete it.

Open iCloud and check the boxes next to the data you want to backup and click Apply.

As soon as your data has been uploaded to iCloud, click the Exit button in the lower left corner.

Click on the start menu and open the Control Panel by searching for it. Alternatively, you can click gear icon to open settings if you are using windows 10.

In the control panel, select View as: Category in the upper right corner and click Uninstall a program in the Programs section.

If you use the Settings app, by clicking Applications, a list of all programs installed on your PC will immediately open.

Find iCloud in your control panel or settings and click Uninstall.

The iCloud uninstall wizard should open with two options: Repair and Remove. Select Remove and click Next to uninstall the program.

A message will appear asking: “Do you want to completely remove iCloud for Windows?” Choose 'Yes'.

Click Finish when the uninstall process is complete and restart your computer to see if the errors continue to appear.
Solution 2: Run the downloaded installer
There has been a discussion on the Apple forums where users stated that uninstalling Control Panel or Settings will not get the job done correctly. Instead, people said you need to run the installer you downloaded to install the program on your PC. This is definitely something you should try and it won't take long..

Open your downloads folder or the folder where you downloaded the iCloud installer. You can also try searching for the file by typing “iCloudSetup.exe” in the search bar.

If you already deleted the file, you can download it again by visiting the apple site.

Run the file you found or downloaded and you will be asked again to select the Delete and Repair options as in the Solution 1.

Follow the steps 6-8 to uninstall iCloud from your computer.

Restart your computer and wait to see if everything is ok now.
Solution 3: look for the hidden uninstaller
There is also a way to find the uninstaller and permanently remove iCloud from your computer by locating it on your hard drive.. However, if the previous installers did not load correctly or if they opened an error message, this solution may not work either, but it's worth making it known, as this helped a couple of people get rid of iCloud.

Open My Computer (or this PC) and navigate to your C drive: local.

Click on the tab “Watch” at the top of the window and check the box next to “Hidden elements”.

Go to ProgramData >> Apple >> Install Cache >> iCloud Control Panel #. #. #. ## where the hashes represent the installed version of the program and depends from one computer to another.

Search for icloud64.msi if your Windows version is 64 bits or search for icloud32.msi if your operating system is 32 bits.

Run this file and the installer should appear.

Follow the steps 6, 7 Y 8 of the Solution 1 to uninstall iCloud.

Restart your computer and check for errors.
Solution 4: use Advanced Uninstaller Pro to remove iCloud
There are many different uninstallers designed to replace Control Panel and Settings, as they are often unresponsive and, sometimes, freeze in the middle of the uninstall process. You don't have to use this particular uninstaller, but this one was able to help people who were dealing with this particular issue and that is exactly why we recommend it.

Download Advanced Uninstaller Pro from its official website

Find the file you downloaded, double click on it and follow the on-screen instructions to uninstall it. Be careful not to install any additional programs that you may be asked to install and uncheck all. Select Custom Install and uncheck everything except Advanced Uninstaller Pro.

Open the program and open General Tools.

In General Tools, click Uninstall Programs and a list of all installed programs should appear.

Select iCloud and click the Uninstall button on the left below the information about the program you have selected.

After clicking the uninstall button, the uninstaller will probably fail, as it shows an error message or has already been used or removed.

However, this program implements a scanner whose purpose is to scan your hard drive and registry for leftovers. You will locate these files and you can click Select all and delete them.

Restart your PC and see if your problem persists.
Solution 5: uso de Windows PowerShell
Windows PowerShell is a powerful tool that can help you automate tasks using a command line shell and scripting language that was built with the .NET Framework and .NET Core. It was previously exclusive to Windows, but it was made open source and now available for all platforms. You can use PowerShell to uninstall various apps and you can even use it to remove pre-installed Windows apps like Photos, Video, Calculator, etc.

Type PowerShell in the search bar, right click on the first result and select Run as administrator.

Copy and paste the following command to receive the complete list of the applications you have installed along with detailed information about each one of them: Get-AppxPackage

Wait for the list to load and try searching for iCloud. This may take a while, but be patient while looking at installed apps.

When I find it, copy everything next to the PackageFullName line by selecting all the text and using the Ctrl key combination + C.

Use the following command to uninstall iCloud from your PC. Replace the bold PackageFullName with the actual name you just copied and click Enter.
Remove-AppxPackage -package PackageFullName

Restart your computer and see if there are any changes to the error messages.
Solution 6: The consequences
This solution includes deleting the leftover files after completing any of the above solutions or after completing all of them. However, as we have used several different methods, it shouldn't be possible to find many iCloud related files. Even so, worth checking out just in case, as these leftover files may simply be the ones causing all these iCloud related errors, even if iCloud isn't even installed on your computer.

Navigate to the following folders and delete everything related to iCloud. Be careful not to delete anything related to other Apple programs that you may have installed:

Check the iCloud registry entries by typing “regedit” in the search bar and opening the registry editor.

Back up your registry by clicking File >> To export … and save your current registry status somewhere.

Search for HKEY_CURRENT_USERNSoftware and HKEY_LOCAL_MACHINENsoftware for iCloud related folders and delete them.

Click Edit >> Search and search “iCloud” and delete everything you can find related to iCloud.

Restart your computer and your problems should be gone by now.
