Many HP Scanjet Scanner Users Complain That Their Scanners Are Not Compatible With Windows 10.
HP explicitly accepts that certain older scanners, like the HP Scanjet 3670, are not supported and do not have any HP driver options available for use on Windows operating systems 10 from Microsoft.
HP recommends using alternative third-party scanning software solutions for some of its older scanners. He also recommends upgrading to a newer product when a third-party solution doesn't seem to work., what may cost a little more money.
The problem is not with your scanner and you can follow the method below to install your HP Scanjet 3670 in Windows 10 and avoid updates.
Since the HP Support Center does not specifically provide Windows drivers 10 for HP Scanjet digital flatbed scanner 3670, you will need to download the Windows drivers and software first 7 from the drop down menu here

Hold down the Windows key and press R. Type appwiz.cpl and hit enter.

In Programs and Features, uninstall any HP scanner software you have already installed.

Disconnect the USB cable from the end of the computer. Then restart the computer.

Run the installation file from the download, which will unzip a file on your computer. As usual, to the C distribution: SW or to controllers.

Note: If the driver file fails, find the folder on drive C :, open it and right click on Setup.exe.

Choose Properties / Compatibility and make it compatible with Windows 7 Y Execute as an administrator.
During the installation, It will tell you when to turn on the scanner and connect the USB cable to the rear USB port of the computer or wait for the driver to install and then connect.
