The 0xC1900101 error – 0x20017 is a Windows installation error 10 that appears when the update fails / installation to Windows 10. The message it gives is beyond the normal understanding of the user, leaving him scratching his head looking for a solution. It says »The installation failed in the SAFE_OS phase with an error during the BOOT operation» This error can also appear when trying to update from Windows 7 a Windows 8. After trying various methods to fix the problem, I will suggest the ones that have worked for me and hope it works for you too.
Create a restore point on your Windows
before continuing, you should create a restore point in case something goes wrong, should be able to get the system back to where it worked. To create a system restore point; hold down the key Windows y Press R on the keyboard. In the run dialog that opens; to write
SystemPropertiesProtection.exe
Then click Create, specify the name of a restore point, click Accept and confirm. Wait for the dialog box confirming the creation of the restore point.
Uninstall conflicting drivers from Device Manager
Now hold down the Windows key again and hit R and type hdwwiz.cpl in the run dialog.
Pressing the OK button; you will be directed to Device Manager. From Device Manager, uninstall the drivers for your wireless adapter and bluetooth device.
You should also locate your Bluetooth adapter in the list and uninstall it. When you choose the uninstall option, it may ask if you want to uninstall it only or remove the driver pack as well. Just choose “Uninstall” so you can keep the original driver. Installing them again should be part of the automatic installation or in the worst case; you can download them again from the manufacturer's site and copy them to the USB stick for reinstallation or via Ethernet, since we are only uninstalling the wireless ones; the ethernet should work.
Deactivate your wireless adapter / BIOS blue tooth
Since the driver has been uninstalled, reboot PC in BIOS. You will see the options to enter the BIOS during reboot; It will only be available for a few seconds on the POST screen, so you will have to be quick to press the appropriate key to enter BIOS. In most systems, the key to enter the BIOS is F2.
Once in the BIOS, go to the Advanced tab, using the left arrow keys / right. Then go to the wireless area. Disable your wireless connection from here and bluetooth if available. You will have to reactivate them in the same way that you deactivated them.
Final touches
Everything is fine so far! Now, if there is any additional RAM installed, remove it. And if there is any external device connected (unplug it) as external drives, USB printers, etc.

Boot the PC and it should get you to where you were initially without internet access. We have only disabled the wireless connection, no la Ethernet. If required, you can use an ethernet cable to connect directly to the router.
Hold down the Windows key and press y in the run dialog type

Double click on the setup.exe file to run the installation. Now it will be a successful installation without the error. Once all is done; Re-enable your wireless and bluetooth connection and check if Windows has automatically collected the drivers; otherwise, you can download them from the manufacturer's site, either by putting the drivers on a USB using another computer or by connecting the computer in question to the internet and downloading them directly from the manufacturer's site.
In most cases; this solves the problem, since the configuration is usually generic, but with some manufacturers this may not be the case. If the above methods don't work for you; then i suggest you remove the ram / Network interface card (temporarily) to install.
